What is QMB and what does it pay?

QMB, the Qualified Medicare Beneficiary program, is the most comprehensive of the Medicare Savings Programs. It pays your Part A and Part B premiums and covers Medicare deductibles, coinsurance, and copayments. Critically, providers are prohibited from billing a QMB enrollee for those Medicare cost-sharing amounts, a protection known as balance billing prohibition.
The qualifier: that prohibition is frequently violated by accident. Billing systems do not always flag QMB status, and enrollees receive bills they do not owe. If you are in QMB and a provider bills you for a Medicare deductible or coinsurance, you can tell them you are a QMB enrollee and that federal law prohibits the charge. If it continues, call 1-800-MEDICARE.

And if you have QMB together with full Medicaid, your prescription cost drops to no more than $4.90 per covered drug in 2026, the lowest tier of drug cost sharing in the program. Income and resource limits are set at the state level and change annually, so South Dakota figures should come from SD DSS or from SHIINE at 1-800-536-8197 rather than from us.

Can a provider bill me if I have QMB?
Not for Medicare deductibles, coinsurance, or copayments. Federal law prohibits it, whether the provider participates in Medicaid or not. If you receive such a bill, tell the provider you are enrolled in QMB, and contact 1-800-MEDICARE if the billing continues.
Does QMB give me drug coverage?
QMB itself covers Medicare cost sharing rather than drugs, but qualifying for it automatically qualifies you for Extra Help, which is what lowers your drug costs. Together with full Medicaid, QMB puts you at the lowest prescription cost sharing available, no more than $4.90 per covered drug in 2026.
